Assignable CD Account at a MA Bank for MA DOR – NE

MASS Dept of Revenue allows a sale of a business via an installment sale. The DOR requires an assignable bank account for the full amount of the MA income taxes. I am having difficulty finding a Banker and Bank who can provide this service.
